Hello hope someone can help ..have a problem finding the power loss in the tuner board and relay acting obviously related all outputs good . any common faults?

You need to determine if the power supply is at fault or the tuner section. Find power supply board GWR-122; find pin 15--this is your 12.8 volt source for the tuner. If there is no 12.8 volts or it's low, then disconnect the lead going to the tuner and test again. If you have 12.8 volts, then the tuner is loading down the supply; if it is still low or not there, then the problem in in the power supply. Probably bad regulators (Q209, 211); could also be bad capacitors (open or shorted).
