The output driver transistors (Q17/Q18) and (Q19/Q20) are swapped on the schematic. Q17/Q18 should be NPN's and Q19/Q20 should be PNP's. It is a two stage emitter follower circuit (NPN on the + rail and PNP on the - rail), so outputs and drivers should be the same type.
