Sony ST-5055L Dead fuse

I have just bought a second hand Sony ST-5055L stereo tuner.

It works well, but the fuse which is behind the VU meter is dead. I have bought new ones and placed them but they keep "burning".

Has anybody got a clue on what the issue is with this tuner? I have read somewhere on the web that this fuse also enhances the radio reception...

Is this "fuse" perhaps a light?
Try with a 12V type
